14 month old refusing food

Has anyone had a baby that’s protested eating in a high chair? If we put our daughter in her chair she outright refuses to eat. We put her in it for all of 5 minutes and we eventually give up and let her eat a few bites, run around, then come back to us again when she’s ready. She’ll only eat if she’s not restrained. Does anyone have any suggestions on how to make it so she doesn’t protest her chair? We try eating with her and she eats what we have too.
