About 8 weeks hcg level 77. Too low?

Question

I had bleeding so i have done blood tests to confirm miscarriage. First result is 77, the doctor said is too low but to wait second result. But this point I am not very hopeful, i would consider it as a miscarriage.. :(

With my first baby who is now 12 months my first hcg test was 63
