What is this?

At first I thought it was just clogged pores, so I’ve been trying to keep them extra clean and exfoliate but no change. I noticed this about a month ago 
Anyone ever experience this ?

There are many ways to combat this one of the ways I found helpful was using a moisturizer with celiac acid in it. Make sure your skin is hydrated before you shave.

I have these too and I HATE them. The more I tried cleaning it the more irritated my skin because so I’ve just left it alone. I do believe it is just clogged hair follicles.
