Best drug store mascara and foundation?

Looking for the best drug store mascara and Foundation please. My face isn’t really oily just my nose and chin sometimes gets a little oily and my cheeks get a little dry. Looking for something to make my face look flawless

My favorite mascara is loreal voluminous in carbon black, foundation is loreal true match lumi. I used the regular true match and it was super powdery looking, so I guess it depends on your skin type. The lumi works well if you have dry patches.
