Why does my baby cry/scream/pulls off while drinking milk?

(Formula). For the past two weeks my 2 month has been screaming and pulling off every time it’s time to eat. But he seems hungry and as soon as I give him milk, he doesn’t eat. He cries, kicks, and tries to pull off. Doctor isn’t helping, he keeps telling me it’s normal but I feel like it’s not???? Like my baby should be eating 24-28 oz but he’s getting in half of that because he seems to hate eating. And like I mentioned earlier, he seems so hungry!! He wakes up from sleep because he’s hungry.
