Hey everyone!!!!

So i have a question if anyone may know the answer? So my husband has a Texas ID. He was gonna wait to get a Michigan drivers license so that way he can get a passport so we can go to Mexico next year! Can he just get a passport in Michigan with a Texas ID? Or does he need something from Michigan? His main home address and stuff is in Texas.
