Why is he telling me to stop talking to his friend ?

A guy that I used to date messaged me last week telling me how much he misses me and loves me but I did not respond to any of the texts after we got into an argument. He didn’t apologize for what caused the argument either. He knows I finish work around 3pm and at 4:30pm I get another text from him saying “Stop messaging Matt” (his friend) and another text saying “Your annoying”. I looked over my entire Facebook account and I have not messaged his friend at all. Is he just doing this to get attention?

I don’t think it was an accident. I think he did it on purpose so that you’d text him back. He’s probably desperate for your interaction and thinks it’ll loop you back into talking to him
But I mean, it doesn’t sound like it should really matter. He sounds toxic and that’s why people said to block him

Because he is controlling and insecure. His behavior really isn't acceptable imo. He should trust you, or not be with you. You should set a boundary. You can talk to whoever you want to. 
But, in this case, I'd probably investigate and ask what he's talking about. 
Seriously tho, don't accept a relationship like this.
