Graco extend2fit forward facing help!!!

So we just turned my sons carseat forward facing. It’s a Graco extend2fit. He will be 4 in May and so we decided it was time. However, after reading the manual it says it needs to be in the recline position of “4” for his weight. So we did that and installed it and the seat literally looks like it’s so reclined. In my opinion it looks very uncomfortable and I’ve never seen a forward facing carseat that wasn’t sitting upright. Am I doing something wrong? Is that correct that it should be so reclined?
