Do not surprise anyone with an animal. If presented with these options I would choose a bird haha! In high school I specialized in animal science. Birds have more personality and probably less dirty and expensive to care for

Guinea pigs are a nice middle. They’re smaller but still have lots of personality.

Think about the amount of care each one requires. I have a rabbit and they are a lot of work. I don’t believe animals like rabbits should be in cages, after having several of them for many years I find they become so much more expressive with freedom. I let mine hop around the first story of my house, and have a small gate blocking where her entrance to my bedroom etc. ( she is an indoor rabbit since I live near a lot of coyotes).  Rabbits tend to be somewhat destructive at times, eat anything they can reach (at least mine does) and require frequent box changes and fresh hay ( I do a complete change 2x a day). I also feed her separately for dinner. Before buying a surprise gift I would ask the recipient what they want since they will be caring for it for many years and it requires a lot of responsibility. I personally would never want animal gifted to me because it’s something so personal. Best of luck

Most people are saying bunny but I can assure you if you want to care for one properly they need just as much maintenance, training and space as a cat/dog. If the situation is right, a hamster makes for a good first pet in my opinion. Of course they aren't "easy" to care for just like any pet, but they are a more low maintenance option especially for a 13 yr old.

Rats are more social, intelligent, and loving. You can teach them tricks like dogs. 
Obviously not sewer rats, but the pet store rats make wonderful friends...
They also only live for 3 to 4 years so they're not long-term commitments like rabbits. 
Hamsters are cute, but they bite more, and are not particularly intelligent.

We got our kids a guinea pig as a first pet. He lived for 8 years 💙 They kinda grew up with him. He passed away this year.

Bring it up like " if I had to choose between a bunny and a hamster I'd choose a bunny. What about you?" Because as a kid I would have said hamster but my sister would have chosen a bunny
