Family court powers in the USA

Some advice please ladies. On the practicalities and willingness of USA family courts to intervene and enforce a legal agreement. My partner has a daughter in the USA (she’s 13yrs- we are in the U.K. ) and has maintained contact via visits and Skype. Both have always been problematic and not gone ahead for weeks at a time. The Skype in particular her mother writes a list of things for her to say and if she deviates to natural conversation her mother stops her. Unfortunately she also shouts abuse during Skype. We have this agreement via an expensive legal agreement and are considering returning to the courts but is there anything they can do?
