Babies and dresses

Here in Michigan it will be 80 degrees with some clouds outside today and I want to put my little one in a dress. I know we suppose dress them in one extra layer so if I put her on a dress does she need jeans or leggings under them to be warm still. I run hot so it’ll be 66 out and I’m hot in a hoodie.
