who normally makes plans to spend time together?

i been with my husband for a while and he never makes plans for ourselves or makes the initiative to go out..i always have to tell him lets do this lets do that or lets go out to eat etc..but he always makes plans with everybody else..its sometimes fustrates me because i feel like since hes not taking the initiative..he maybe dont wana spend time with me or be with me..is that normal that i feel like that or am i overreacting? im tired of always making stuff for ourselves..any advice?
