Can a guy be in love with you but is not able to empathize with you during hardships?

Wondering if this is normal or if I am dating a psychopath lol. A couple of days ago he said something mean to me because we were both drunk and out of it.. he apologized saying that he felt guilty because we fought in public. I told him I forgave him and thought nothing of it.

Days later, some of the happenings resurfaced in my memory and was randomly crying throughout the day. So i told him and he said he would be there for me if I wanted to call. I called. I was crying on the phone because of my hurt feelings and he could not empathize and didn't know what to say or do. He even thought at one point that I was using it against him. But I clearly stated that I just needed a hug or to talk about it because I was so sad, but he said maybe I should confide with a friend that doesn't know him and vibe and talk about what an asshole he is.
