Rash on baby

I’ve noticed this rash on my little boy the last 3 days. As of lately he will only fall asleep when snuggled up with me holding him in my arms or laying him on my chest. He wakes up hot and sweaty most of the time so I was thinking heat rash ? It’s only on his chest / stomach area and neck. His skin is not hot to touch and I’m not sure if I should call his doctor about it.
