How much do you pay on your water bill

I live in a small town we are not metered and sometimes my water bill can be up to $500 and then the next month it will be $300 I repeat I'm not on a water meter I can't even drink the water because it it smells of bleach so bad I have to buy bottled water constantly. There is an active adult senior community that is bigger than the actual town that I live in that controls everything that goes on and they have a different system and their system is actually on a meter the mayor of our town lives in that community and he is being paid from the expensive water bills. I'm just curious how much do you pay for your water bill meter or not?
