From an optometrist: please don't! Your bottom waterline is filled with oil producing glands that can get badly clogged when make up is added om them.

I don’t put it on my waterline, but just below it on the skin. I think it makes my eyes look a little bigger, plus waterline eyeliner is uncomfortable to me.
