Eye contact question

So I had an appointment in November. I called the other day and asked if I would be able to buy contacts, she said no because I need an appointment first. (I have 2 insurances) So I asked if I could make an eye appointment and use my other insurance and get new glasses and then pay for the contacts, she told me no that I could either only get glasses or only get contacts and that I had to wait until November of this year to make a new appointment for one or the other that I couldn't use a different insurance. (I've used both insurances before for the appointments)

I use to get glasses and contacts both at my appointments before. The insurance would cover my glasses and part of my contacts and I paid for the rest. Has anyone ever heard of this?

(I'm currently going to Wal-Mart's eye center)
