baby crying before naps

Why why why does my baby have to be so ridiculous before falling asleep evvvvvvveryyy single time (for naps during the day only). Why. Everywhere I read says that when babies cry it means something is wrong. He can’t be over tired because he sleeps a lot and has like a one hour wake window. He is fine and happy all the time it’s when he starts to fall asleep.- when I am rocking him, in the stroller and in the car. It’s insane. Please tell me I am not along and WHAT AM I DOING WRONG. It’s just such a process to get him to nap- is it just like this?
