Is this a sunburn?? Or allergic reaction please help? 14 months old

So we were in the sun for about 45minutes yesterday . I put sunscreen on her nonstop like twice during that 45 minutes . She also was wearing one of those bathing suits that’s spf50 so it was a longsleeve bathing suit.

The sunscreen was also spf50 . Anyways when we got home it was very red on the back of her neck and she kept reaching at it. I started using maui vera (aloe Vera pretty much) I think it has like peppermint and a couple other added things in there but it’s all natural.

Then this morning it looks like this. Is this a sunburn that she scratched or is this allergic reaction? Should I just completely leave it alone or should I call her dr to figure out what I should put on it ?
