Uneven boobs

My boobs are noticeable different sizes, one is small and perky and sits up, the other one is bigger and hangs lower and doesn’t feel as perky. Are there any solutions to making the one that hangs down a bit perkier? I’ve heard massaging helps but I feel that will just make it bigger. Any way to make the smaller one bigger? It makes me really insecure and I hope surgery isn’t the only answer because surgery terrifies me. This is one of my biggest insecurities.
