Rash on 2 year old

Has anyone seen this before I was speaking to a doctor on the phone and he said it sounds like its petechiae, that he's fell and some small blood vessels have burst and he should be fine, but I'm a bit worried when it comes to rashes on babies, also he hasn't eaten properly in about 2 weeks, has anyone seen this before ?
