Low Rising HCG Levels

Anyone ever have low rising HCG early on and went on then they started doubling? And has anyone had a successful pregnancy like that? I’m about 3-4 weeks based on my last period. And I had an ultrasound because my doc is very very cautious with me always (been through a lot) and my uterus was really thick and looked good, just had my right ovary full of cysts which I have pcos… and my levels were 28. Got them checked again 2 days later and they’re 33 and my progesterone is 20.1 which is great. Before you answer, I know it take 48-72 hours to double and I know it’s rare to have a successful pregnancy like that and I know it could be ectopic or chemical or miscarriage. Thats not what I’m asking.
