I guess context is needed, but I can’t think of any situation where that would be necessary. 
if it was a friend he met at work or something, and you were invited or other people were going, then I could understand; but there’s no reason to be alone with a new girl unless he’s trying to get to know her on a deeper, more intimate level. why do that if he’s loyal to you?

I am okay with him hanging out with girl friends that he had before me and I trust him so I have no issues. However, we both mutually believe and agree that being in a relationship, we can make new friends with the opposite gender at work, gym etc but not hanging out alone, sharing phone numbers to randomly text or call the person unless it was work related. So, in ur situation, that would be a big no for me!
