I think I have hemorrhoids

So jokes aside, I'm really burning in my anal area. It feels like something is on the outside when I touch it. I tried looking and all I can see is a raised line looking bump. Is that what this is? Do I need to call my doctor? Anybody have any advice or suggestions?
