Is he playing too hard to get? Shy? Or flat out not interested?

Why does he always look at me everywhere I go? Why whenever I say hi to him he ignores me? Why does look at me in his car? But next day he doesn’t look at me? Why does he gets kinda close to me but then next day acts distance? Today I have asked him if I have did anything to make him uncomfortable. He said no and stuff. Why does he always look at his phone but always come near me. It's obvious I'm into him and he acts like he is into me. It's so freakin confusing smh.
