Some people simply don’t enjoy it or aren’t comfortable doing it. He shouldn’t be shamed for it.

Did he say WHY he won't? If he just isn't comfortable, that's fine. If he was shaming you on your body, that's a red flag. He is probably insecure about himself or his techniques and trying to reflect that insecurity onto you.
...Its also a red flag to try to pressure someone into doing something sexual by withholding other sex acts (that you are comfortable with). He doesn't have to do anything. You need to talk like mature adults and compromise on something you're both comfortable with.
