What do I do?

My mom moved to our town to be near us. The rest of our family live in different states and we are the only people she knows here.

She has a history of self medicating with alcohol, but she's never gotten uncontrollably drunk around us when she's visited or when we have. She's under a lot of stress trying to get a job while going to school here and has pets she takes care of as well.

I am going through fertility treatments and currently going through an early miscarriage. This morning the doctor called me in for an emergent ultrasound and I had nobody to drop our 2yo son with except my mom. He was only there about 2 hours while I went to the doctor. My mom was fine while I was dropping him off.

When I went to pick up my son my mom was incredibly off balance, slurring her speech, couldn't carry on a logical conversation past 2 sentences without forgetting. She wanted to take my son to the park so I appeased thinking maybe I was imagining it. At the park she looked like she was drunk. She couldn't walk straight. To a stranger she would have looked like someone with a mental illness stumbling around the park. She lost control and fell flat on her face before I could catch her. She said she hadn't drank anything since 430 this morning, but also wouldn't let me take her to get medical care because she doesn't have a job, and therefore doesn't have insurance and doesn't want a huge medical bill to pay.

I am traumatized, my son is traumatized. And I don't know what to do. I want to cut her off from seeing us until she agrees to see a doctor, but how do I do that when I am her only local support system? I am so overwhelmed and just don't know what the right thing is to do.
