Update: It has a little white head on it and is a little more painful

i have a smaller one, could be a cyst or boil but id recommend seeing a doctor especially if it gets painful

It's probably a blocked hair from shaving if you put some germalene it may go down itself or it may burst and infected hair follicle will drain then go back to normal. It could be from friction as well but I have had  and is usually due to shaconf and hair follicle being blocked causing a spot which will either go down or will drain. Just keep it clean and dry use germalene a bit and will be ok.
