Newborn is anti-swaddle?

Anyone else’s newborn is/was averse to swaddling? I mean we get him a good snug swaddle but he falls to sleep and stays asleep so much better unswaddled. We think it’s because he likes his arms up, and have considered doing the sleep sack that allows this, when we feel like the arm down swaddled for sure is the culprit. He definitely moves around a lot more in bed because he can flail his limbs, but he seems to put himself back to sleep with much more ease.

Just curious if anyone else experienced this? The hospital made it seem like the best thing for him was to be swaddled, but we are first time parents so we are really all new to this.
