My friend wants to name her children after Naruto, the anime. 
Sauske or Naruto if a boy 
Sakura or Hinata if a girl. 
Do you think they're too strange or what?

Sakura is a decent name, it's not extremely unusual. 
Hinata is a bit more unusual, but meh.
Naruto is a bit on the odd side. It depends on where you live - USA, EU, Japan?
As for Sasuke, he doesn't really do a lot of good stuff so idk...
None of them are actually horrible names, though.

Each to their own. Look at what some celebrities name their children. People name their children after cars, alcohol and all sorts.
