My toddler keeps pulling hair. Any tips that can help?

My 16 month old is usually gentle and affectionate although when it comes to playing with other girls she can tend to pull hair. (Whilst laughing or smiling - not aggressive)

I know she's still little and she doesn't understand everything but is there ways I can try to prevent this? She will have no friends soon ha! It's not a lot but I know it's normal behaviour, just how to stop it as much as I can!
