Bed rest 3rd trimester

Has anyone’s doctor ever put them on “bed rest” at 37 weeks for hypertension but not had preeclampsia? My doctor is concerned because my blood pressure keeps going up and down, not enough to go to the hospital but he’s telling me I need to stop working. My baby is measuring pretty big, so I was under the assumption that they’d try to get baby here earlier, but they’re not inducing until 39 weeks and now I’m out of work for 2 weeks before the baby even gets here. No protein in my urine, the only symptom really is high blood pressure and on and off headaches. I just think the “bed rest” order (in quotations because he says I don’t literally need to stay in bed, just can’t go to work) is a little excessive.
