Putting baby to bed

So every night I feed and rock my 3 month old

then put her in her bassinet, well for the first few

minutes she's okay then starts screaming. So I'll

come in give her the paci she calms down then

not even 2 minutes later she spits it out and is

screaming again. This process goes on for

about 1-11/2hrs before she falls asleep for the

night. It's very aggravating I'm not sure what to

do. I don't pick up up or talk to her I keep it very

boring(as recommended). She doesn't take the

paci any other time of the day she doesn't really

like it but at night she will. What do I do? I heard

you shouldn't let them cry it out yet she is too

young but this routine is too much
