How do I tell him I can’t do it?

I’m home visiting my mom for the week. My fiancé texted me just before 6 saying that he wants to go get our licenses changed(we moved recently and I’m currently carless) so I need to go to my bank to get a statement with our new address on it. 
I haven’t changed it over yet and they closed at 6. They open tomorrow at 9 and my mom wants to leave before then to drop me off since it’s a 3 hour drive. 
How do I tell him?

I'm gonna take this as your boyfriend is a jackass that will find an issue with that.  
For starters, there shouldn't be a reason you have so much anxiety about even mentioning this to him. Whatever he's doing to make you feel that way needs to change.  
If he knew this was planned with your mom there shouldn't be an issue and I would think he's only wanting to go do your license on that specific day to prevent you from going, especially since you don't have a car to need it asap, otherwise go do it the day before or when you get back.  
Just tell him that interferes with the time your mom is getting you and ask what other day would he like to do it and maybe give an option of days.
