Should I report him?

I was at the store earlier today with my mother and the sheriffs department had a booth set up to talk to people about safety. One older officer walks up to us and started talking. In the middle of our converstation he turns to my mother and says "I want to tell you that you have a very gorgeous daughter." We both said thank you but then he said "Is she a good girl? I can take her away from you, I do have handcuffs." Then he looks me up and down. It was out of line and I know it is. I told my boyfriend about it and he is adamant that I should report it but I'm not sure it's necessary.
