Can we call the police?

I really don't know if the police can do anything about this or not. I'm married and my husband has 2 kids from his late wife. Both boys. Ones 12, the other is 15. I've been in their life about 7 years. We have these neighbors. They're a couple. An older couple. Like 50's. They pay my stepsons to do work around the yard. They've been our neighbors about 6 months. They're really friendly and always nice. Especially to our boys. Ot was never creepy. The wife is usually the one that would ask them for help. She came and said she wanted to thank our sons for all their help and asked if they could go to Disney land with them and their granddaughters. I've met their granddaughter. They're 15 and 18 but they always looked older. Not like they dress older but seriously looked older. Like early 20's but some kids just look like that. So I have a daughter who is 11 from an ex and her father has primary custody and I see her every other weekend and every Monday. She has an issue with stealing. We think she's a kleptomaniac. She's over here for a whole week because her dad just had knee surgery and our neighbors invited us all over. 2 hours ago I notice a necklace falling out of my daughter's backpack. It's the wife's! My daughter STOLE a crap son of stuff for no reason at all. She started crying when I caught her. I took everything out the back. She stole a family photo album. I was gonna call the neighbors but that photo album had a slit in the back and a bunch of pictures fell out. And they're all pictures of my step sons(and a couple of a few other random kids). Their are pictures of them walking home from school. And pictures of them in their room through a window and pictures of them doing yard work. None of these they looked like they knew they had their pictures takes. Some were obviously zoomed on their faces. I told my husband and panicked about calling the police but he doesn't think they can do anything because technically none of these pics are inappropriate. They aren't nude in any. The closet to a nude was them in our swimming pool in swim trunks. Can the police do anything about this?

Edit: My daughter is in therapy. Only some of those pictures where in a public setting. There a pictures of my step kids in their bedroom. There are pictures of them in our pool. There's one from our living room! I'm so sketched out. I already know if I say something my daughter will probably get in trouble, but it will be a first offense and the price I'd what she stole its not even a felony. Now I would be a lot more pissed at her but rn I'm wondering why these people are creeping on my step kids.family!

Edit: Questiom, should I tell the boys what's going on because my 15 year old step son already has paranoia, and depression. He gets scared a paranoid already without this stuff going on....He actually had a history of sexual abuse...
