Newborn crying when trying to latch

I have a one week old who cries when I try to latch him. He had a tongue and lip tie but that got taken care of when he was 4 days old. I just started pace feeding with the bottle do maybe he is frustrated that he isn’t getting immediate satisfaction from my breast since I have just been feeding him with the bottle. He doesn’t cry when I bottle feed him. I’m not sure whats wrong but I’m trying so hard and I really want him to latch and I’m at a loss. Has anyone else dealt with this?
