Does my daughter need speech therapy?

Hello, I need some opinions

My daughter is almost 2. She has about 200-250 words, but she isn’t combining words yet. The only time she really combines is when we read a book, it has a bunch of animals sleeping, she will say “pig sleeping, cow sleeping,”etc, and if she sees her brother sleeping she will say “brother sleeping” that’s it. I know by now she should be combining a lot more.

I did have her evaluated by early intervention, but she didn’t qualify, even tho her combination is late, they were happy with her word count.

So I am considering private speech but here’s the thing- it’s $125 a session, and my son whose a little older than my daughter is in speech twice a week, so right now we are paying $250 a week and It’s going to be hard to add an additional $125 sessions for my daughter.

I considered maybe cutting my sons speech to once a week, and then having my daughter go once a week, but I don’t think that’s a good idea, and neither does my sons speech therapist. He absolutely still needs the therapy, I know that for sure, while for my daughter I’m kind of like not totally sure if she really needs it, but I worry she may fall behind. I’ve been worried about her speech since she was born because of how delayed my son was. He didn’t start talking until he was 2.5 , and he started early intervention twice a week at 20 months, and private speech twice a week at 2. So a ton of speech therapy for him.

I don’t know, how concerned should I be shes really not combining much? Should I enroll her in speech? We could swing it, but it would be super hard.

Should I reaccess the situation in a few months, or would she likely fall further behind?
