What to do about small breasts? (or none at all)

Question

Im 16 and around this time it should be normal for my age to have at least a decent sized chest but all the girls in my year group are way bigger than me and its really a downer that i cant fill out or wear more grown up things when i cant even fill out even a training bra.
I have the height and body of a teen but the chest of a 7 year old and it just doesnt work out.
I currently wear a padded bra in the smallest size there is to make it seem like theres something there but apart from that im a brick wall :(

Darling do not worry, you will find out that boys don't care about boobs! And it's now become sexy and fashionable to have small boobs, or a flat chest. I felt exactly the same through school as my friends started to get boobs and mine just never turned up! 😂 Iv actually learned to love it and you should do the same. And u never know u might just be a late developer!

I used to always want bigger boobs when I was younger, not anymore! I have friends with bigger boobs and all they do it complain about their back hurting because of the weight of their boobs. I'm a 32A and I love my babies! Plus, whenever I talk to guys, they look at my face more than my boobs because I don't have a problem with cleavage. It's just about being comfortable with what you have and making it work.
