Is it cheating if your partner lets others touch them?

Question

My boyfriend never speaks up when other women touch him (like his thigh or neck). 😤It bothers me and I am realizing it feels almost like cheating when he doesn't tell them to stop. 
He is non-confrontational and doesn't like conflict so never speaks up. 
I am so torn😫

Here's how I see it: if it's something that makes you uncomfortable, and you've told him that, and he still continues to let it happen without saying anything... I'm not sure if I'd say "cheating", but it's definitely crossing clear, set boundaries and showing that he doesn't care about how it makes you feel

if they don’t speak up and it’s inappropriate touching i wouldn’t be happy but if someone touched his thigh and he said oh i’m married i’d be like that’s fine he didn’t allow it to continue

Well, in what context are women randomly touching him? At work? Because that’s sexual harassment. You shouldn’t randomly touch people without their consent.

Seems like sexual harassment, if it was a man doing that to a woman it would be totally different and viewed as not okay, should be that way as well when a woman touches a man inappropriately. Based on his personality, he may just want to keep the peace and not speak up about it. That being said if he won't tell them not to do it l, if I were you and saw it happening I'd tell them it's not okay.

No, I understand where he's coming from. Sometimes it is scary to set boundaries with people who you are not comfortable with. Maybe someone flirtatiously touches you or does so because they are just like that, and you don't want to make a scene by saying not to. 
I get it, people have done that to me, and I don't normally speak up, even if I really hate it. I've been sexually harassed at work. And I really hate it, but it feels like they'll flip out if you tell them to stop. 
I did it once with a woman who kept touching me and whispering right in my ear- and she made fun of me to the whole office for telling her to stay out of my personal bubble 🙃 
Once I slapped a guys ass in retaliation because he grabbed mine at work. That oddly got the best reception & he never touched me again. 
But another time, this one creep that kept trying to hit on me by saying he had lots of money, and trying to buy me stuff, took my picture at work against my consent, and I felt so powerless, I just stood there :/ 
And a lot of the time, it feels like that. I just don't know what to do, I'm already very scared of people and awkward. 
If someone said it was cheating it is almost like victim blaming if it is touch they do not want.

Just because it isnt technically cheating, doesnt make it ok. I've personally never been in a situation where my husband is touched like that but i would be speaking up.

My boyfriend always gets flirted on when we are out together. He takes it but makes this cringe face at them. Then proceeds to walk towards me and hugs me tight. He’s not good at being confrontational as well but he tries his best to get out of the situation.

Not cheating if he’s not doing it back or having sex or kissing or emotionally cheating but it is inappropriate and he definitely shouldn’t be letting a girl grab his leg in my opinion, my boyfriend doesn’t even hug other female friends by his choice because he thinks it’s inappropriate

If someone touches my husband he will remove their hand from himself or look at where they're touching and frown.
Sometimes words are not needed or a big show is not needed. 
Especially in these covid times people should have more respect for personal space
