I think it depends? 
I've put no but if someone has had to have an abortion for medical reasons (e.g. something being wrong with the baby) then yes. 
If someone got pregnant and decided they didn't want to keep the baby and has an abortion, the next baby isn't a rainbow baby. Rainbows are meant to signify hope after a 'loss'. A choice abortion isn't a forced loss.

I had an abortion and would want to consider my next child to be a rainbow.. I didn’t want to let go of my baby and it’s something I know will haunt me forever but I wasn’t safe where I was at and I knew if I had the baby we would both be in far more danger than me having to leave in my own.

In my opinion it can be if you want it to or if you don’t want to to be, it doesn’t have to be. I personally don’t consider my daughter a “rainbow baby” even thought I miscarried before her. I was planning on getting an abortion but miscarried before the appointment. Abortion is deeply personal and even though it’s a loss, you chose, you can’t still feel pain and hurt over that loss. If someone wants to call it their rainbow baby, that’s fine in my book.
