Ideally in a perfect world, never. But, as mothers sometimes we need a break for a few minutes. If that happens to be you putting on baby Einstein on TV so you can eat your meal in peace, then go for it. People need to lighten up and also realize sometimes momma needs a break!

I don’t limit screen time. But I do encourage other play. I think it is more beneficial to teach them how to regulate their own screen time than to limit it and have them want it all the time because they can’t have it. It’s the same idea as those that serve dessert with dinner, so it’s not this special thing that they can’t have. Self regulation is such an important thing to teach.

At that age neither of my kids cared about tv. Tv is on but not set for kid shows. I always just had some animal or other documentary on because its what I like. I dont really limit screen time but I dont encourage it either. Both prefer to just play so I guess its working... and as a side they both love animals and my oldest knows a lot of interesting facts about animals lol

This might be a controversial answer but if you are at home often a good kids show can actually help your child with their language skills. 
I would say definitely try not to overdo it, and for goodness sake please stay away from the iPads until they have established an attention span lol!
