33 weeks

I’m 33 weeks and saw my dr today because it felt like I was having a uti and just extreme pain pressure down there. She checked my cervix to make sure I wasn’t dilated and said baby is really low she said she could feel his head when she checked me. Does that mean he will come early or mean anything at all besides he’s just really low and it’s painful? I was completely closed not dilated. I know that dilation can really mean nothing at all but my question is how low he’s sitting.
