Why can’t some guys take no for an answer?

This guy would try to take me out/hang out and I would say no but he kept it up so I started ignoring him so he would get the message. He asked me out again a few months ago and I was much more blunt and told him to please stop asking. He seemed to get it since I was more direct. He then texted me last night the same BS saying he’s persistent. Like wtf?? What is wrong with some guys? It’s so uncomfortable like I’m scared to block and piss him off.
