Dribbly baby

My baby is 12 weeks and has got to the dribbling stage. At first it was manageable but now she does it alot, so much that she has a bib on through the day to protect her clothes. She has also been ill this past week and has been throwing up more although it's settling now and she's better. The only problem is she has a red ring around the front of her neck when her clothes have been rubbing on the area where the moisture has been trapped. I've continously washed and dried the area and put some cream on it as some patches have dry skin too. Is there anything else I can do to treat it? She has a drs appt next week anyway so if it's not settled down I'll mention it then too. Thanks!
