Speech delay

My daughter is still not talking. She really tries to talk in fact has these long rants but can’t make out what she is saying lol. She does have a few words she’s been saying for a while now but I know she should have more by now. We are a bilingual home. She goes to daycare so she’s around other kids who I’m sure are talking. Has anyone done a speech evaluation at this age? My husband says we should wait because she understands everything and communicate all her needs but I can’t help but think she’s really behind and we should be proactive. She has been having daily tantrums and not sleeping well which I know it’s toddler phase but sometimes I feel not being able to talk adds to her frustration.
