Preparing milk?

How to prepare milk properly?
It clearly states here BUT it says leave water to cool down for 30 minutes.... by that time the water isn't hot enough to sterile the milk right? 
I use to make this milk with my first baby but putting boiling water in the bottle then adding the formula straight away?! But I thought the water being that hot would burn the vitamins in the water??? 
How's the best way to prepare this? I know it says below but I think that's a bit silly ??? How can you sit there and wait 30 mins for the kettle water to cool down before giving it? With a crying hungry baby!!!! Advice please guys

Please do not use bottled water to make baby formula, if you're in the UK (judging by your £ sign in the corner) the NHS recommends never using bottled water for baby formula as it contains too much sodium and it isn't sterile. You can purchase the perfect prep machines which make up formula to the correct temperature for you. With all of my children once they went from breast to formula I poured boiling water into the sterile bottles and left them to cool to room temp, when the bottles were needed I'd add the formula and use a bottle warmer to heat them up, my health advisor said this was fine and I would do that every 6 hours. You can also cool boiling water under a tap for afew minutes, add the formula then continue cooling

That’s the down side of using boiling water to prepare bottles. 
You could use distilled water, bottled water, or filtered water. Room temperature water is just fine. Lots of babies will take cold bottles, too. 
Boiling is only necessary to sterilize tap water.
