Kissing but no sex

I just met a guy last night (mind you we have seen each other around on campus but never made a move until the party) we played truth and dare and I was dared to kiss him which we did and we ended up in my room making out and he told me he didn’t want to have sex after meeting someone for the first time and asked me if it was ok if we could just make out. I was surprised ( and turned on) so I said definitely! We made out and talked for hours! We didn’t even sleep until 6am. I just wondered what that meant if he didn’t want to have sex w me ?
