Car situation .. Am I a target?

Okay, I need opinions.

So my car window was smashed like 2 weeks ago. Yesterday morning around 6/7am I went to get breakfast, came back home then went back to my car around 12pm to get lunch and my license plate was gone (I only had one, back plate).

I noticed on my car tire drivers front side it looks like someone wrote with chalk the number 155 or 153, maybe ISS?

I went to the apartment complex office and asked if they had footage so I could see who it is, and they don’t on that side of the street. I explained the car situation and she said without a doubt I’m being targeted.

Now.. I literally know nobody on this side of town. Everyone I know personally are miles away (min 30 mins away).

Does this sound like a weird human trafficking targeting shit? Or just bad luck? Please keep in mind, my car is the ONLY vehicle being hit. The ONLY out of at least 15-20 cars parked within my proximity.
