41 weeks, doctor “couldn’t reach” cervix to check

They’ve tried to do a cervical check and sweep at 39,40, and now 41 weeks. Each time my doctor is unable to reach, she then asks me if I’m comfortable with it and calls in the nurse to try to reach. But they haven’t been able to. I’m 41 weeks now with an induction set for 41+6 and they still couldn’t reach. She mentioned that baby is still high and she cannot tell if I’m dilated.

This is frustrating and I don’t understand why this is happening.
